Stephen G. DeNigris, Esq. is a partner with The Law Firm of John P. Mahoney, Esq., Attorneys at Law, PLLC, who focuses his practice on federal and state employment and labor law.
Prior to joining The Law Firm of John P. Mahoney, Esq., Mr. DeNigris’ practice centered on representing federal uniform police officers and federal police unions in the Washington, D.C., Metropolitan area, including Maryland and Virginia, Pennsylvania, New York, and Florida. As a fifteen year police veteran himself, he became involved in police union labor issues. He has extensive experience in negotiating collective bargaining agreements in the federal and state sectors and has negotiated over twenty-five agreements with the Department of Defense, Departments of the Army and Navy and the Treasury, in addition to collective bargaining agreements with the Legislative Branch of the federal government.
Mr. DeNigris began his legal career in 1989 with the Florida Fourth District Court of Appeal in West Palm Beach, Florida as staff attorney to the Honorable Mark E. Polen. In 1991, he accepted a position as a field attorney with the Washington Regional Office of the Federal Labor Relations Authority. As a field attorney, he investigated and prosecuted allegations of unfair labor practices committed by federal agencies and federal unions. He also served as a hearing examiner for Representation Cases filed by groups seeking certification with the FLRA as a federal employee union.
He left the Authority in 1995 and founded the Law Firm of Stephen G. DeNigris P.C. in Washington, D.C. concentrating his practice on representing federal law enforcement officers. His expertise in police related matters expanded the practice to include not only federal law enforcement officers and federal civilian employees but state law enforcement groups as well, going as far west as Las Vegas. He also became outside counsel to several national police groups. During this time, he also litigated cases before the MSPB, EEOC, FLRA and Office of the Special Counsel and has extensive arbitration litigation experience.
He has litigated case in the U.S. District Courts for the District of Columbia, the Northern, Southern, Eastern and Western Districts of New York, the Middle District of Florida, the Districts of Connecticut, New Jersey, Louisiana, the Northern District of Texas and the U.S. Court of Federal Claims on behalf of federal and state employees. He has argued cases before the U.S. Courts of Appeal for the 1st, 2nd, 3rd, 4th, 7th, D.C and Federal Circuits. He also has extensive experience in representing federal unions before the U.S. Department of Labor, Office of Labor Management Standards. In his New York practice, he litigates cases on behalf of employees in New York Supreme Court, and the Appellate Division of State Supreme Court in the Second, Third and Fourth Departments.
In 2002, he became the chief litigation counsel for the Police Benevolent Association of the New York State Troopers, who represents more than 4,000 New York State Troopers, in addition to his federal and state employee practice. During the next twenty (20) years, he also served as Deputy General Counsel and Acting General Counsel for the PBA. He served as litigation counsel to the State Police Association of Massachusetts, the Supreme Court Officers Association in New York City and other unionized employee labor groups on Long Island.
In 2013, he left the Washington D.C. area and ran for election as Town Justice in Guilderland, New York, a suburb of 40,000 residents outside the City of Albany. There he founded the DeNigris Law Firm PLLC, where he has continued to represent law enforcement groups in addition to continuing his practice of representing federal, state and municipal employees.
Mr. DeNigris received his Juris Doctor degree in 1989 from Nova Southeastern Law Center in Fort Lauderdale Florida, and his Master of Law degree in Labor Law from Georgetown University Law Center in Washington, D.C. in 1991. He is admitted to practice in Florida, New York, the District of Columbia and Massachusetts. He is a member of the Bar of the Supreme Court of the United States, the U.S. Courts of Appeal for the 1st, 2nd, 3rd, 4th, 7th, 11th, D.C., Federal Circuits and the U.S. Court of Veterans Appeals.
He is also admitted to practice before the United States District Court for the District of Columbia, the Northern, Middle and Southern Districts of Florida, the Northern, Southern, Eastern and Western District of New York, the District of Massachusetts and the U.S. Court of Federal Claims.
