With over 50 years of employment law experience, Attorney Green’s law practice concentrates on representing federal employees against federal agencies, including:
- Both prosecuting and defending employees before the MSPB (Merit Systems Protection Board);
- Both filing and defending EEO (Equal Employment Opportunity) complaints challenging unlawful employment discrimination, retaliation, and harassment in the workplace based on race, color, sex, national origin, religion, age, disability, genetics, and/or prior EEO activity;
- Litigating EEO claims before the Equal Employment Opportunity Commission as well as in federal district courts;
With many years of administrative and federal court litigation experience, he has represented clients at all stages of the litigation process, including discovery, depositions, motions practice, and hearings, as well as settlement negotiations and mediations.
Prior to joining The Law Firm of John P. Mahoney, Esq., Attorneys at Law, Mr. Green was a Trial Attorney, Assistant General Counsel, Associate General Counsel, and the first career (non-political) Deputy General Counsel of the US Office of Personnel Management (OPM). Mr. Green taught for many years at the OPM Management Seminar Centers, the Federal Executive Institute, and the Attorney General’s Advocacy Institute. Retiring from the Federal Government with over 38 years’ service, including over 20 years as a member of the Senior Executive Service, Mr. Green served as General Counsel at Graduate School USA (a premier, DC based adult education institution serving Federal employees for over 100 years). Mr. Green also served as Legal Counsel to the US Election Assistance Commission, and Director of Equal Employment Opportunity (EEO) at 2 Federal agencies. Mr. Green has received many awards for his Federal service, including a Presidential Rank Award from President George W. Bush.
Mr. Green holds a Juris Doctor from the Georgetown University Law Center in Washington, D.C. and a B.S. degree (cum laude) from Boston University. He is admitted to practice in the District of Columbia and New York, as well as the U.S. District Court for the District of Columbia, the U.S. Court of Appeals for the District of Columbia Circuit, and the Supreme Court of the United States. .
Mr. Green resides with his wife in Rockville, MD. He and his wife have 2 daughters, two granddaughters and a grandson.
